Threat recipient
- Stay calm; preserve the call/message and record exact details only when safe.
- Notify police/security without circulating the threat widely.
Person finding an item
- Withdraw by the same route if safe and report the exact location and appearance.
- Do not attempt to determine whether it is genuine.
Security / wardens
- Establish distance and prevent entry without handling the item.
- Select protective actions with police and provide site plans, CCTV and access information.

WHEN THE IMMEDIATE DANGER HAS PASSED
Recovery and reporting
- Do not re-enter or approach until police authorise it.
- Preserve the threat message, call records, notes, packaging and CCTV.
- Record who received, found or may have handled relevant material.
- Provide welfare support and manage communications through authorised channels.
- Review mail handling, threat checklist and protective actions.
